The revision of the 1994 General Plan was born out of the need to propose and develop new urban alternatives, both for the city and its territory, to be able to concretize and control the new processes of transformation required by the city in its search for new Options for the future.
They will be strategic proposals aimed at solving problems of spatial planning, functional organisation and territorial articulation of the “site” of the city with its powerful landscape “landmarks” in its surroundings, where the aesthetics of the landscape becomes its main identifying characteristic, thus reconciling the necessary relationship between the city and the valley.
The rehabilitation of the Historical Center through function and use policies, interventions in the Consolidated City, enhancing the middle road and equipment, the proposal of the University Axis as a structuring element that incorporates the Central Plaza, Clinical Campus and University services, Residential extensions by the North structured by its Northern Axis, the Chana, the South and the Industrial Extension … make up some of its main proposals. Special attention is paid to the Vega and its protection actions of Vegetation Regeneration which is integrated into the Plan as a whole.
