The Special Plan was promoted by the City of Cadiz in order to control the protection and use of the “Cortadura isthmus” linking the cities of Cadiz and San Fernando, forming the incomparable Bay of Cadiz. The implantation of illegal “booths” in this important space and the danger of other real estate occupations, forced to protect this space and rehabilitate it as excellent beaches of the city for its exceptional landscape and environmental characteristics. Likewise, this operation was used to locate a public spa in its “head” urban adjoining the city, and also the recovery of some old salinas in its other “head” and could become a natural park with unbeatable views towards the city of Cadiz and its Bay. Both “headwaters” and the isthmus that unites them, form a unique and excellent space of exceptional landscape and environmental conditions for the city of Cadiz and its own Bay. Soft actions of pedestrian access through pedestrian walkways over the dune areas, complete the set of actions of the Special Plan.
